Output container for IDNA processing errors.

Initialize with UIDNA_INFO_INITIALIZER:

UIDNAInfo info = UIDNA_INFO_INITIALIZER;
int32_t length = uidna_nameToASCII(..., &info, &errorCode);
if(U_SUCCESS(errorCode) && info.errors!=0) { ... }
